From Paper Leaks to Public Infrastructure: Why India Needs a National Public Examination Infrastructure

Introduction: The Wrong Debate

Every major public examination controversy in India follows a familiar pattern. Allegations of paper leaks, malpractice, or procedural lapses are followed by public outrage, official resignation, judicial scrutiny, inquiries, and calls for tougher penalties. Governments respond by tightening security protocols, strengthening encryption, increasing surveillance, restricting access to question papers, introducing stricter operational procedures, and sometimes arrests. While each of these measures may reduce vulnerabilities, they all begin from the same assumption — that the existing examination system is fundamentally sound and merely requires stronger safeguards.

This assumption deserves reconsideration.

India today conducts dozens of high-stakes admission and recruitment examinations every year for millions of candidates. These examinations determine entry into medical, engineering, business, law, and other specialist colleges/universities, as well as into public employment and other opportunities. They are among the largest exercises in public administration undertaken by the Indian state, affecting not only individual careers but also the credibility of public institutions themselves.

The recurring examination controversies therefore point towards a deeper institutional question. Rather than asking how to conduct the next examination more securely, India should ask a more fundamental question:

What kind of permanent public infrastructure should a country of India's scale possess to conduct secure, trustworthy, and resilient public examinations?

This distinction is important. The present debate largely concerns examination management. This article argues that the real issue is examination infrastructure.

The paper leak is not the disease; it is a symptom. It reveals the absence of an integrated public infrastructure dedicated exclusively to the secure creation, administration, and conduct of high-stakes public examinations. Just as India has invested over the past two decades in roads, ports, digital public infrastructure, payment systems, and national identity architecture, it is time to recognise that public examinations too require their own permanent institutional infrastructure.

The proposal presented here is therefore not another set of examination reforms. It is a proposal to establish a National Public Examination Infrastructure (NPEI) — a permanent, sovereign and integrated national capability - comprising computing, digital, physical, and human infrastructure dedicated to conducting public examinations with integrity, consistency, and public trust.


I. Public Examinations Need Public Infrastructure

Public examinations occupy a unique place within the Indian state. They are the principal mechanism through which educational opportunities and public employment are allocated at scale. Their design, frequency, and content may evolve over time, but the need for credible public examinations is unlikely to disappear in the foreseeable future.

Indeed, India's future debates may concern whether there should be fewer examinations, more specialised examinations, modular assessments, or common eligibility tests. Such debates are legitimate and necessary. However, they are all downstream questions. Before debating the architecture of examinations themselves, India must first establish the infrastructure upon which any credible public examination ultimately depends.

This point is often overlooked because examinations are usually treated as administrative events rather than public infrastructure.

When discussing national infrastructure, attention naturally turns towards highways, railways, airports, ports, power grids, or telecommunications networks. More recently, India has pioneered Digital Public Infrastructure through initiatives such as digital identity, digital payments, and secure document verification. These systems demonstrate an important principle: whenever a public function becomes sufficiently large, complex, and socially significant, it gradually requires dedicated infrastructure rather than adhoc administrative arrangements.

Public examinations have now reached precisely that stage.

Every year, millions of candidates prepare for competitive examinations conducted by numerous public bodies. These examinations allocate opportunities that shape educational trajectories, employment prospects, and social mobility. Their legitimacy therefore rests not merely upon the quality of questions or fairness of evaluation but equally upon public confidence that the examination itself has been conducted securely and impartially.

Trust, however, cannot be legislated into existence. Nor can it depend indefinitely upon individual vigilance or temporary administrative arrangements. Trust is created by institutions.

This observation has important implications.

An election is not considered free and fair merely because ballot papers or electronic voting machines exist. Its credibility arises from an entire electoral infrastructure comprising the Election Commission, electoral rolls, polling stations, trained personnel, security arrangements, legal oversight, and standardised procedures.

Similarly, a public examination should not be understood simply as a syllabus, a question paper, and an examination day. It should be recognised as the visible outcome of an institutional infrastructure that guarantees its integrity from beginning to end.

This raises an important philosophical question.

Without robust, secure, and trustworthy public infrastructure, can a public examination truly be called a public examination?

The answer, increasingly, appears to be no.

A public examination derives its legitimacy not solely from government ownership but from the existence of public institutions capable of ensuring that every stage — from question development to candidate assessment — is conducted under conditions of integrity, accountability, and public trust.

Recognising this changes the nature of the debate entirely.

Instead of asking how to make individual examinations more secure, India should begin asking what kind of institutional capability a modern republic requires to conduct public examinations over the coming decades.


II. Plugging Leaks versus Building Infrastructure

Most recent reforms have understandably concentrated on preventing paper leaks.

Encryption has been strengthened. Transportation protocols have become more stringent. Surveillance has increased. Access controls have been tightened. Penalties have become harsher. Every controversy has generated another layer of procedural safeguards intended to make the existing system more secure.

These reforms are valuable.

However, they largely seek to strengthen an existing administrative pipeline.

To borrow a simple metaphor, India is attempting to prevent leaks in the pipe while leaving the pipe itself largely unchanged.

The challenge is that high-stakes public examinations have evolved far beyond what the traditional administrative model was designed to support. Millions of candidates, multiple examination agencies, increasingly sophisticated technologies, and heightened public expectations now demand a different approach.

The question is therefore no longer merely how to strengthen examination logistics.

The question is whether examination administration itself should become a permanent national capability.

This distinction is fundamental.

Improving logistics is an operational response.

Building infrastructure is an institutional response.

Infrastructure changes the nature of the problem itself.

Rather than assembling temporary arrangements every time a major examination is conducted, India should develop a permanent ecosystem comprising dedicated institutions, computing capability, secure digital systems, certified examination facilities, and trained personnel. Once such an ecosystem exists, security becomes a property of the system rather than a collection of isolated precautions.

This shift mirrors developments in several other sectors.

India did not improve financial transactions simply by asking banks to be more careful. It invested in permanent payment infrastructure.

It did not improve digital authentication merely by issuing better identity cards. It created a nationwide digital identity ecosystem.

Likewise, the future of public examinations lies not in continually strengthening temporary arrangements but in building the permanent institutional infrastructure through which examinations are conceived, created, and conducted.

Paper leaks therefore become only one of many problems that such an infrastructure addresses.

Its broader objectives are equally important:
- strengthening public trust;
- improving institutional resilience;
- enabling standardisation;
- creating long-term administrative capacity;
- and providing a secure foundation for future examination reforms.

Seen from this perspective, recent examination controversies should not merely be viewed as administrative failures. They should be understood as an opportunity to build an entirely new category of national public infrastructure.


III. The National Public Examination Infrastructure Authority (NPEIA)

If public examinations require permanent public infrastructure, they also require an institution responsible for creating, governing and maintaining that infrastructure.

Accordingly, this article proposes the establishment of a statutory National Public Examination Infrastructure Authority (NPEIA).

The NPEIA would not be another examination agency competing with existing organisations. Nor would it replace institutions such as the Union Public Service Commission, the Staff Selection Commission, the National Testing Agency, State Public Service Commissions, IIT Council, or professional councils. Instead, its mandate would be fundamentally different.

Its responsibility would be to build and operate the National Public Examination Infrastructure (NPEI) — the integrated institutional ecosystem through which public examinations are securely created, administered and conducted.

This distinction is crucial.

Existing examining bodies would continue to determine:
- eligibility criteria;
- examination syllabus;
- examination pattern;
- assessment philosophy;
- evaluation methodology; and
- final selection decisions.

The NPEIA would instead become the custodian of examination integrity.

Its responsibilities would include developing and maintaining the national examination computing capability, establishing secure digital infrastructure, certifying examination infrastructure nodes, recruiting and training specialist operational personnel, prescribing national technical and operational standards, conducting examinations on behalf of client organisations, and continuously auditing the integrity of the entire system.

Such an institutional separation would allow examination bodies to focus upon what should be assessed, while enabling the NPEIA to specialise in how examinations are securely designed and administered.

This separation also creates a single chain of institutional accountability.

Once an organisation chooses to conduct an examination through the National Public Examination Infrastructure, responsibility for secure question generation, examination preparation and operational delivery would progressively shift to the NPEIA. Rather than relying upon fragmented administrative arrangements involving multiple institutions with overlapping responsibilities, the country would possess a dedicated authority whose sole mandate is preserving the integrity of public examinations.

In doing so, India would move beyond treating examinations as periodic administrative exercises. It would begin treating them as a permanent national public capability deserving of the same institutional seriousness accorded to other foundational public infrastructures.


IV. Building the National Public Examination Infrastructure

If the proposed National Public Examination Infrastructure Authority (NPEIA) constitutes the institutional foundation of the new system, the National Public Examination Infrastructure (NPEI) represents its operational foundation. The relationship between the two is straightforward. The Authority governs the infrastructure; the infrastructure enables the secure conduct of public examinations.

The central premise of this proposal is that examination integrity cannot be achieved through a single technological solution, or a stricter law, or a more elaborate administrative protocol. Instead, it emerges from the interaction of multiple complementary infrastructures functioning together as a coherent system. Just as a modern airport requires integrated physical facilities, digital systems, trained personnel, and operational protocols, a modern public examination system also requires an integrated institutional ecosystem rather than isolated improvements in individual components.

The NPEI should therefore be conceived not as a single a single technology platform but as a nationwide public infrastructure comprising four mutually reinforcing pillars: 
- a National Examination Computing Hub, 
- a secure national digital infrastructure, 
- a distributed network of certified examination infrastructure nodes 
- and a dedicated human infrastructure
...responsible for operating and maintaining the entire system. None of these pillars is sufficient by itself. The strength of the system lies in their integration.

Such an integrated architecture also offers an important long-term advantage. Unlike temporary arrangements assembled separately for every major examination, permanent infrastructure accumulates institutional capability over time. Equipment is standardised. Personnel develop operational expertise. Procedures become refined through repeated use. Technology is upgraded systematically rather than reactively. Public trust grows because the system itself becomes familiar, predictable and professionally managed.

The objective, therefore, is not merely to conduct the next examination more securely. It is to create a permanent national capability capable of conducting dozens of high-stakes public examinations every year with consistent standards of security, transparency and operational excellence.


A. National Examination Computing Hub

At the heart of the proposed infrastructure should be a National Examination Computing Hub. This should not be understood merely as a data centre or a collection of servers. Rather, it should function as the strategic computational brain of the entire examination ecosystem.

As public examinations become increasingly sophisticated, the computational challenges involved in question development, examination design and secure administration are also becoming more complex. India's investments in advanced computing capabilities, artificial intelligence and secure digital infrastructure now provide an opportunity to rethink how examinations themselves are computationally designed and administered.

The emphasis, however, should not be on specific technologies but on capabilities.

The Computing Hub should possess sovereign computing capability dedicated exclusively to public examinations. It should maintain secure national question repositories, computationally model examinations, optimise question selection, assist expert panels through artificial intelligence, generate encrypted examination papers, maintain comprehensive audit trails and continuously monitor the integrity of the entire examination preparation process.

The phrase "computational examination modelling" deserves particular attention.

Traditionally, question paper preparation has largely depended upon committees of subject experts manually selecting questions while attempting to maintain an appropriate balance across topics and levels of difficulty. As examination systems become larger and more complex, this process itself can increasingly benefit from advanced computational assistance.

Imagine a secure national repository containing a large and continuously expanding collection of carefully validated questions, each accompanied by detailed metadata describing subject area, syllabus coverage, cognitive level, difficulty, estimated solving time, language characteristics, previous usage and other relevant academic parameters. Rather than assembling question papers manually, the Computing Hub could assist expert committees in constructing examination papers satisfying numerous academic and operational requirements simultaneously while ensuring balanced syllabus coverage, appropriate difficulty distribution and high-quality assessment.

Artificial intelligence may further strengthen this process.

AI should not replace subject experts. The academic responsibility for determining what constitutes an appropriate examination must remain with experienced educators and domain specialists. Artificial intelligence should instead function as an advanced professional assistant.

It may assist experts in drafting questions, identifying ambiguities, improving language consistency across multiple languages, detecting unintended similarities with previously used questions, estimating difficulty levels, identifying duplication and supporting quality assurance. Final academic judgement, however, should remain firmly with human experts.

This distinction is important because it preserves public confidence. The examination should continue to reflect human academic judgement while benefiting from modern computational capabilities that improve consistency, efficiency and quality.

Equally important is the sovereign character of the Computing Hub.

Public examinations constitute one of the principal mechanisms through which educational opportunities and public employment are allocated. Their integrity therefore represents a sovereign public responsibility. The computing infrastructure supporting this function should accordingly remain under sovereign public ownership and institutional control.

This consideration extends beyond hardware ownership. It includes question repositories, computational models, operational software, audit systems and the broader institutional capability necessary to conduct secure examinations over decades. Just as the state maintains sovereign control over critical national infrastructures in other domains, the computational foundation of public examinations should likewise remain a permanent public capability.

Finally, the Computing Hub should be designed as an evolving institution rather than a fixed technological installation. Computing technologies will continue to change. Artificial intelligence will become increasingly capable. New computational techniques will emerge. The institutional architecture should therefore remain technology-neutral, continuously incorporating improvements without requiring fundamental redesign. What must remain constant is not the technology itself but the sovereign institutional capability to employ technology in the service of secure and trustworthy public examinations.


B. National Secure Digital Infrastructure

If the National Examination Computing Hub constitutes the brain of the NPEI, the secure digital infrastructure forms its nervous system. It connects the central computing capability with every certified examination node across the country, enabling secure communication, standardised operations and continuous monitoring.

The digital infrastructure should not be viewed as a collection of independent computers installed at examination centres. Rather, it should function as one integrated national network operating according to common technical standards and centrally administered protocols.

Every certified examination node should therefore receive centrally procured and standardised digital equipment specifically designed for examination administration. Standardisation serves several important purposes. It ensures uniform security, simplifies maintenance, facilitates software updates, enables remote diagnostics and allows the Authority to maintain complete visibility over the operational health of the entire network.

Equally important, examination infrastructure should remain distinct from the ordinary computing infrastructure of host institutions.

Schools and universities naturally maintain computer laboratories for teaching and learning. These facilities serve educational purposes and are used daily by students and faculties. The examination infrastructure, by contrast, performs an entirely different function. It must therefore remain operationally independent.

Dedicated examination terminals should be installed as permanent infrastructure within certified examination facilities rather than borrowed from ordinary computer laboratories or moved temporarily into classrooms whenever examinations are conducted. Permanent installation reduces opportunities for tampering, simplifies maintenance, improves operational consistency and ensures that every examination is conducted within a controlled technological environment.

Within each examination node, the digital infrastructure should itself comprise two complementary components.

The first consists of candidate examination terminals through which examinees securely access their examinations and submit responses. These terminals should perform only those functions necessary for conducting the examination itself, operating within carefully controlled software environments designed exclusively for that purpose.

The second consists of administrative systems used by authorised examination personnel. These systems would support candidate authentication, operational monitoring, equipment diagnostics, encrypted communication with the Computing Hub, incident reporting and overall examination management. Separating candidate systems from administrative systems strengthens security while allowing specialised operational functions to remain under the supervision of trained personnel.

The digital infrastructure should also facilitate continuous communication between the Computing Hub and every certified examination node. Software updates, operational instructions, equipment diagnostics, security monitoring, and other authorised communications should occur through secure, encrypted channels operating according to nationally standardised protocols.

Taken together, these capabilities transform what might otherwise be thousands of isolated examination centres into one integrated National Public Examination Infrastructure. The emphasis shifts from individual examination venues towards a coordinated nationwide public network capable of conducting secure examinations with uniform standards across the country.


C. National Examination Infrastructure Nodes

The third pillar of the National Public Examination Infrastructure is its physical presence across the country. While the National Examination Computing Hub provides the computational capability and the secure digital infrastructure connects the network, neither can function without a distributed system of certified operational centres where candidates actually appear for examinations.

These centres should not be viewed as ordinary examination venues. Rather, they should be conceived as National Examination Infrastructure Nodes—permanent operational units of the National Public Examination Infrastructure.

This distinction is important.

At present, examination centres are largely temporary administrative arrangements. A school or college becomes an examination centre for a particular day, after which it returns to its normal routine until the next examination. Such an approach inevitably requires fresh logistical arrangements, temporary staffing, repeated inspections and significant administrative effort every time an examination is conducted.

The proposed model is fundamentally different.

Selected institutions should become permanent, certified Examination Infrastructure Nodes operating throughout the year under nationally prescribed standards. They would no longer merely host examinations; they would constitute the operational footprint of the National Public Examination Infrastructure itself.

Equally important is the principle of careful selection.

Not every government school or university needs to become an examination node. Such an objective would neither be necessary nor operationally desirable. Instead, the NPEIA should identify a sizeable but carefully distributed network of institutions capable of meeting prescribed technical, physical and administrative standards.

Initially, this network may draw upon institutions such as:
- Kendriya Vidyalayas;
- Navodaya Vidyalayas;
- Central Universities;
- Institutions of National Importance;
- central public service academies;
- CPSU campuses.

Over time, where demand justifies additional capacity, purpose-built examination campuses may also become part of the network.

The choice of these host environments is deliberate.

They are already publicly owned, geographically distributed, administratively mature and familiar to citizens. They generally possess reliable electricity, connectivity, campus security and established administrative systems. Rather than creating an entirely new nationwide network from the ground up, the proposal builds upon existing public assets while systematically upgrading them into certified examination infrastructure.

This approach reflects a broader principle of public policy: whenever possible, governments should strengthen and reorganise existing public infrastructure before investing in entirely new institutional networks.

The location of examination nodes should also satisfy several guiding principles.

First, they must be distributed. Every region of the country should possess reasonable examination capacity so that the national network remains resilient and scalable.

Second, they must be accessible. Candidates should not be required to undertake unnecessarily long journeys simply to appear for a public examination. Accessibility is not merely a matter of convenience; it is also a matter of fairness.

Third, they should be convenient and easy to locate. Schools, universities, and established government campuses are already familiar public landmarks connected by roads and public transport. This significantly reduces uncertainty for candidates and simplifies administrative planning.

Fourth, the entire network should be predictable. Candidates appearing for different examinations over several years should encounter a familiar operational environment with standardised facilities and procedures regardless of where they take the examination.

Standardisation is therefore as important as geographical distribution.

A candidate appearing at an examination node in Dibrugarh should experience essentially the same operational standards as a candidate appearing in Almora, Jodhpur, Jabalpur, or Puducherry. The objective is not merely to create examination centres but to create a nationally consistent public examination experience.

Each certified node should also possess dedicated examination facilities.

Rather than borrowing classrooms and transporting computers whenever an examination is conducted, every node should gradually develop permanent examination halls designed specifically for this purpose. Depending upon local demand, this may comprise one large hall or multiple smaller halls equipped with permanently installed examination terminals, secure networking equipment, backup power systems, operational control rooms, and secure equipment storage.

Such permanent infrastructure offers several advantages.

Operational readiness improves because equipment remains installed, calibrated and continuously maintained. Security improves because equipment is no longer repeatedly moved between locations. Maintenance becomes systematic rather than episodic. The overall candidate experience becomes more predictable and professionally managed.

Equally important, public examinations should not unnecessarily disrupt the primary educational mission of host institutions.

The schools and universities participating in the network continue first and foremost to be educational institutions. Examination scheduling should therefore be undertaken in consultation with the participating school systems. An annual calendar identifying examination-compatible days may be published well in advance so that educational activities and public examinations complement rather than compete with one another. Wherever feasible, holidays and other suitable periods may be utilised to minimise disruption.

Over time, the public should gradually cease thinking in terms of individual schools acting as examination centres.

Instead, candidates should simply know that they are appearing at a certified National Examination Infrastructure Node, regardless of the particular educational institution on whose campus that node happens to be located.


D. Human Infrastructure

The final pillar of the National Public Examination Infrastructure is also its most important.

No amount of computing capability, digital security, or physical infrastructure can substitute for capable and professionally trained personnel. Institutions ultimately function through people, and examination infrastructure is no exception.

One of the less discussed aspects of India's public administration is the growing operational burden placed upon teachers. Election duties, census responsibilities, external examinations and numerous other administrative assignments frequently require teachers to perform functions that, while important, lie outside their primary professional role.

Public examinations have traditionally depended heavily upon such temporary deployments.

This model has become increasingly difficult to sustain.

As examinations become more technologically sophisticated and operationally demanding, examination administration itself is emerging as a specialised public function requiring dedicated expertise.

The proposed National Public Examination Infrastructure therefore calls for the gradual creation of a modest but permanent professional examination administration cadre.

The emphasis here is on modest.

Each certified examination node need not employ a large workforce. Depending upon the scale of operations, a permanent operational team of approximately five to ten specialist personnel may be sufficient to manage routine readiness, maintain equipment, supervise digital systems, coordinate examination logistics and support secure examination conduct throughout the year.

Teachers would continue participating where appropriate, particularly in academic supervision and invigilation when required. However, the routine operational responsibility for maintaining examination infrastructure should progressively shift towards dedicated professionals whose principal responsibility is examination administration itself.

Such a cadre offers several advantages.

First, it creates institutional memory. Temporary arrangements require fresh orientation before every examination. Permanent personnel continuously accumulate operational knowledge, making the entire system progressively more efficient.

Second, professionalisation improves accountability. Responsibilities become clearly defined, training becomes systematic and performance standards become measurable.

Third, continuous operational readiness becomes possible. Equipment maintenance, software updates, security inspections, emergency drills, and procedural reviews become regular institutional activities rather than hurried preparations undertaken shortly before major examinations.

Recruitment, training, and certification should therefore become integral responsibilities of the NPEIA. Personnel across all examination nodes should receive common training based upon nationally prescribed operational standards. Periodic refresher programs, certification exercises, and performance evaluations would ensure that professional standards remain consistent throughout the country.

The objective is not to create another large public bureaucracy. Rather, it is to recognise that examination administration has evolved into a specialised public function deserving of dedicated institutional capability.


Taken together, the National Examination Computing Hub, the secure digital infrastructure, the distributed network of certified examination nodes, and the professional human infrastructure - constitute a single integrated system. Each pillar reinforces the others. Computing capability without secure operational nodes cannot conduct examinations. Physical infrastructure without trained personnel cannot guarantee integrity. Digital networks without institutional governance cannot inspire public trust.

The National Public Examination Infrastructure derives its strength precisely from this integration. It is not a collection of separate reforms but a unified public capability designed to conduct secure, trustworthy and resilient public examinations for decades to come.


V. Governance Principles

The National Public Examination Infrastructure is not merely a technological or administrative proposal. It is fundamentally a proposal for institutional governance. Once the computational, digital, physical, and human infrastructures have been established, their effectiveness will depend upon the principles through which they are governed.

The long-term credibility of the NPEI will therefore rest not simply upon sophisticated technologies or modern facilities, but upon a governance framework that is transparent, accountable, predictable and institutionally coherent.

Several principles deserve particular emphasis.


A. End-to-End Institutional Responsibility

Perhaps the most important principle underlying the proposed infrastructure is end-to-end institutional responsibility.

At present, responsibility for public examinations is often distributed across multiple organisations and multiple stages. Questions may be prepared by one group, compiled by another, printed elsewhere, transported through different channels and finally administered by yet another institution. While each organisation may perform its assigned responsibility diligently, fragmented responsibility also creates fragmented accountability.

The proposed National Public Examination Infrastructure seeks to replace this fragmented model with a unified chain of institutional responsibility.

Client organisations — whether they are Union Public Service Commission, Staff Selection Commission, National Testing Agency, IIT Council, or other public bodies — would continue to determine the academic and administrative objectives of their examinations.

They would specify:
- eligibility conditions;
- examination syllabus;
- examination pattern;
- language policy;
- evaluation methodology;
- selection procedures.

These remain the prerogative of the client organisation.

However, once these parameters have been formally communicated to the National Public Examination Infrastructure Authority, responsibility for the secure preparation and conduct of the examination should progressively transfer to the NPEIA.

This transfer of responsibility is essential.

If a client organisation were to submit an already prepared question paper, the Authority would have no reliable means of determining how the paper had been prepared, how many individuals had access to it, what security protocols had been followed or whether its confidentiality had already been compromised. Even the most secure examination delivery system cannot compensate for weaknesses introduced before the examination reaches it.

Accordingly, the NPEIA should assume complete responsibility for question development, computational examination modelling, expert review, question selection, paper assembly, encryption, secure delivery and examination administration.

In other words, client organisations should communicate what they wish to assess. The NPEIA should determine how that assessment is securely designed and administered.

This creates a single, auditable chain of accountability extending from question development to examination completion.


B. Certification and Standardisation

The credibility of a national infrastructure depends upon common standards.

Every host institution participating in the National Public Examination Infrastructure should therefore undergo a formal certification process before becoming an Examination Infrastructure Node.

Certification should evaluate physical facilities, digital infrastructure, operational readiness, security arrangements, connectivity, backup systems, and administrative capability. Institutions satisfying these standards become certified nodes. Certification should also be periodically renewed through inspections and operational audits.

This process ensures that every certified node provides broadly comparable operational capability regardless of geographical location.

Standardisation extends beyond infrastructure.

Operational procedures, digital systems, examination equipment, candidate authentication, reporting mechanisms, emergency protocols, and staff training should all follow nationally prescribed standards. Such consistency not only strengthens security but also creates a predictable experience for candidates appearing in different parts of the country.


C. Technology Neutrality

Technology evolves rapidly.

Artificial intelligence, secure computing, networking technologies, and digital security systems will continue to improve over the coming decades. Any institutional architecture that becomes tied to a particular technology risks becoming obsolete.

The National Public Examination Infrastructure should therefore remain technology-neutral.

Its institutional principles should remain stable while its technological capabilities continuously evolve.

Future computing platforms, artificial intelligence systems, communication technologies and security architectures should be incorporated as they mature without requiring repeated institutional redesign.

The permanence should lie in the institution—not in any individual technology.


D. Predictability and Operational Planning

One frequently overlooked aspect of examination administration is predictability.

Schools, universities, candidates, parents, and administrators all benefit when examination schedules become predictable well in advance.

Accordingly, participating educational institutions should collaborate with the NPEIA in preparing an annual examination calendar identifying examination-compatible periods. Such planning allows educational activities and public examinations to coexist with minimal disruption.

Rather than repeatedly adjusting academic schedules to accommodate major examinations, examination planning itself becomes an organised institutional activity undertaken months in advance.

Predictability also benefits candidates.

Familiar examination environments, standardised procedures, and advance scheduling reduce uncertainty and allow candidates to focus upon preparation rather than logistics.


E. Continuous Improvement

Infrastructure should not remain static.

The NPEIA should continuously collect operational feedback, analyse examination performance, review security procedures, monitor technological developments, and periodically revise operational standards.

Every examination should contribute to improving the next.

In this sense, the infrastructure becomes a continuously learning public institution rather than a static administrative arrangement.


VI. A Shared National Public Utility

One of the greatest strengths of a permanent National Public Examination Infrastructure lies in its potential to serve multiple public institutions simultaneously.

The infrastructure proposed in this article is intentionally designed as a shared national public utility rather than an exclusive service for any single examination body.

Initially, its principal users would naturally be central government organisations conducting large-scale admission and recruitment examinations.

However, once the infrastructure matures, its usefulness extends considerably further.

State governments also conduct numerous high-stakes recruitment and admission examinations every year. Many have experienced controversies similar to those witnessed at the national level. The availability of a trusted national examination infrastructure would provide them with the option of conducting examinations through an already established and professionally managed system rather than independently developing comparable capabilities.

Indeed, as the credibility of the NPEI grows, public expectations themselves may encourage wider adoption. Candidates, parents, civil society organisations, and media may increasingly expect examinations to be conducted through certified infrastructure capable of providing nationally recognised standards of security and operational integrity.

Large municipal corporations and autonomous territorial councils conducting competitive recruitment may similarly benefit from access to the infrastructure.

CPSUs and autonomous institutions requiring secure examination infrastructure could also become regular users of the network.

Some private sector participation may also be considered.

Large industrial groups/enterprises conducting highly competitive recruitment examinations often face challenges similar to those confronting public institutions. Subject to appropriate regulatory safeguards, such organisations may be permitted to utilise the infrastructure for prescribed categories of competitive examinations.

However, an important principle should remain unchanged.

The National Public Examination Infrastructure is fundamentally a public institution established for public purposes.

Private utilisation should therefore remain supplementary rather than defining.

Charging policies should reflect this philosophy.

Public institutions may utilise the infrastructure on budgetary support, concessional rates, or cost-recovery principles depending upon government policy.

Private organisations, on the other hand, should pay commercial market-based fees reflecting the specialised infrastructure and services being utilised.

Such differential pricing serves two purposes.

First, it allows wider public utilisation NPEI without placing unnecessary financial burdens upon public institutions.

Second, commercial utilisation can contribute towards long-term financial sustainability of NPEI.

More importantly, widespread utilisation generates broader institutional benefits.

Infrastructure used regularly becomes better maintained, operational procedures become more refined, personnel accumulate greater experience and technological investments achieve higher levels of utilisation.

The NPEI therefore becomes more than an examination service.

It becomes part of India's broader public institutional architecture.

Just as airports serve multiple airlines, or digital payment infrastructure serves numerous banks and financial institutions, the National Public Examination Infrastructure should function as a common national platform supporting multiple organisations while maintaining uniform standards of integrity, security and professional administration.

Such an approach represents an efficient use of public investment while simultaneously strengthening public confidence in one of the most consequential administrative functions performed by the modern state.


VII. Infrastructure Before Reform

The establishment of a National Public Examination Infrastructure should not be seen as the conclusion of examination reform. Rather, it should be understood as the beginning of a new phase in which meaningful reforms become institutionally feasible.

Public debate in India has increasingly focused upon questions such as whether there are too many admission and recruitment examinations, whether some examinations should be consolidated, whether common eligibility tests should be expanded, whether assessments should become more modular, or whether recruitment cycles should become more frequent. These are important policy questions and deserve serious public discussion.

However, they should not precede the creation of the infrastructure upon which their successful implementation ultimately depends.

Attempting to redesign examination policy without first strengthening examination infrastructure risks placing additional strain upon an already fragmented administrative system. New examination models may be conceptually attractive, but unless they are supported by secure and dependable institutional and infrastructural capacity, they are unlikely to command sustained public confidence.

The relationship between infrastructure and reform is therefore sequential rather than simultaneous.

First, establish a trusted National Public Examination Infrastructure.

Then, use that infrastructure to explore new possibilities in examination policy.

Once a permanent and professionally managed infrastructure exists, policymakers gain considerably greater flexibility.

For example, secure infrastructure may make it easier to conduct examinations more frequently throughout the year rather than concentrating them into a few high-pressure windows. It may support modular assessment systems in which candidates complete different components at different times. It may facilitate common foundational examinations for certain categories of recruitment while preserving specialised assessments where required. It may also reduce the time required between notification, examination, and final recruitment - thereby improving administrative efficiency.

Similarly, public service commissions, CPSUs, autonomous bodies, etc may feel more confident experimenting with new assessment methodologies when they no longer need to devote disproportionate attention to operational logistics and examination security.

The infrastructure also creates opportunities for greater institutional coordination.

Different public bodies currently invest significant administrative effort in independently organising examination logistics, technology procurement, centre management, and operational planning. A shared National Public Examination Infrastructure would enable these organisations to concentrate more fully upon their core responsibilities — defining educational standards, recruitment criteria, conducting evaluation — while relying upon a specialised public institution for secure examination administration.

This distinction is important because it separates two functions that have often been unnecessarily combined.

The first function concerns determining what should be assessed.

The second concerns determining how that assessment should be conducted securely and fairly.

The former is primarily an academic responsibility.

The latter is increasingly an infrastructural responsibility.

Recognising this distinction allows each institution to specialise in what it does best.

The National Public Examination Infrastructure should therefore be viewed not as an endpoint but as an enabling platform.

It creates the institutional conditions within which future reforms become both more ambitious and more credible.


Conclusion: Building Infrastructure for Opportunity

India's development journey over the past several decades has been marked by sustained investment in public infrastructure.

The country has expanded highways, railways, and airports to improve the movement of people and goods. It has strengthened electricity networks to support economic activity. More recently, it has pioneered Digital Public Infrastructure that has transformed digital identity, payments and public service delivery.

Each of these investments reflects an important principle.

Whenever a public function becomes sufficiently large, socially significant and administratively complex, it eventually requires dedicated infrastructure.

Public examinations have now reached that point.

Every year, millions of young Indians participate in dozens of high-stakes admission and recruitment examinations. These examinations influence educational opportunity, public employment and, for many families, long-term economic and social mobility. Their credibility therefore affects not only individual candidates but also public confidence in the institutions of the state.

It is therefore no longer sufficient to think of public examinations as periodic administrative events requiring temporary arrangements.

They should instead be recognised as a permanent public function deserving of permanent public infrastructure.

This article has argued that such an infrastructure should comprise four integrated pillars: sovereign computing capability, secure national digital infrastructure, a distributed network of certified examination infrastructure nodes and a professional human infrastructure operating under the stewardship of a dedicated statutory authority.

The purpose of this proposal is not merely to prevent paper leaks.

Paper leaks are one manifestation of a deeper institutional gap.

The larger objective is to create a resilient public capability capable of conducting secure, trustworthy and professionally administered examinations for decades to come.

Equally important, this proposal seeks to shift the terms of the public debate.

The central question before India should no longer be: "How do we prevent the next paper leak?"

Instead, it should become:
"What kind of institutional infrastructure should a twenty-first-century nation possess to conduct public examinations that command enduring public trust?"

The answer cannot consist solely of stricter laws, stronger surveillance, or improved administrative procedures.

It requires infrastructure.

Just as elections derive their legitimacy from a robust electoral infrastructure, public examinations derive their legitimacy from the institutional arrangements that create, administer and safeguard them. A syllabus alone does not make a public examination. A question paper alone does not make a public examination. Government ownership alone does not make a public examination.

What ultimately makes a public examination genuinely public is the existence of robust, secure, and trustworthy public infrastructure that inspires confidence among candidates, institutions and society alike.

The recent examination controversies should therefore be viewed not merely as administrative failures but as an opportunity.

They provide India with an opportunity to build an entirely new category of national infrastructure — one dedicated not to the movement of goods, energy or information, but to the fair allocation of educational opportunity and public employment.

In that sense, the National Public Examination Infrastructure is more than an examination reform.

It is an investment in institutional capacity.

It is an investment in public trust.

Above all, it is an investment in the infrastructure through which opportunity itself is fairly and credibly distributed in our vast democratic republic.
